NEWTON, Ill. — The Newton City Council approved the city’s annual appropriations ordinance for the 2026-27 fiscal year Tuesday evening while also advancing several infrastructure initiatives and discussing long-term improvements to stormwater management and economic development.
The meeting opened with the adoption of an amended agenda, removing one agenda item before council members unanimously approved the minutes from the July 7 meeting. The council also approved payment of $115,646.98 in pre-paid expenses and authorized payment of $283,400.42 in bills and accounts payable.
During committee reports, the Street and Alley Committee outlined plans to improve drainage in several areas of the city. One proposal would replace an existing 24-inch storm sewer pipe near the Kibler Condos on Hickory Drive with a larger 60-inch pipe to increase stormwater capacity and reduce flooding. The project would require relocating the current condominium entrance, with the city working alongside neighboring property owners to establish a new access route. The committee also reviewed options for addressing persistent flooding issues along Russell Drive.
The Finance and Audit Committee discussed several ongoing projects, including the Illinois Transportation Enhancement Program (ITEP) Grant, surplus Tax Increment Financing (TIF) allocations, and a recommendation to extend the city’s existing TIF district while removing select areas from its boundaries. Committee members also heard a request to consider expanding the city’s dumpster reimbursement program to include straight dumpster fees in addition to tonnage costs, with further discussion planned at a later date.
Under old business, the council voted to table action on partnering with Milano and Grunloh Engineers to pursue an ITEP grant until its Aug. 18 meeting.
Council members unanimously approved Ordinance 26-10, adopting the city’s appropriations ordinance for the 2026-27 fiscal year. They also approved a grant writing agreement with the Southeastern Illinois Regional Planning and Development Commission (SCIRPDC) for a Community Development Block Grant application supporting the Southeast System Watermain Rehabilitation Project.
During closing remarks, Alderman RJ Lindemann presented utility adjustments and voiced opposition to capital development expenditures. City Clerk Maggie McDonald reported that bid invitations for the demolition of the property at 805 Foster Street would be posted the following day, with bids scheduled to be opened Aug. 4.
Mayor Joshua Kuhl announced that the city’s annual Street Maintenance Program is scheduled for July 28, weather permitting, with July 29 serving as a backup date if needed. He also encouraged residents to attend the carnival at Newton Foods over the weekend, noted that construction on the new Dollar General store on the south side of town continues with an opening anticipated as early as next week, and reminded residents to take precautions during the ongoing heat.
The next regular meeting of the Newton City Council will be held Tuesday, Aug. 4, at 6 p.m.
