Jasper Unit 1 Summary from December Meeting

Following is a summary of minutes of a regular meeting of the Board of Education of Jasper County
Community Unit School District No. 1 held in the Board of Education offices, Tuesday, December 17,
2019. Board members present were Mr. Gordon Millsap, Mrs. Mandy Rieman, Mr. Jason Kuhl, Mr. Bill
Meinhart, Mr. Jon Fulton, Mrs. Holly Farley and Mrs. Mindy Street. Members absent: None.
All votes are considered unanimous unless otherwise noted.
Gordon Millsap called the meeting to order.
The agenda was adopted as presented.
Meeting was temporarily adjourned at 6:31pm to conduct a truth in taxation levy hearing concerning
the 2019 Tax Levy. No comments were made. Adjourned levy hearing and returned to regular meeting
at 6:40pm.
Under the Superintendent’s Report, Mr. Johnson informed the board of the next building committee
meeting on January 13 at 6:30pm at the high school cafeteria.
Mrs. Probst presented an update to the School Report Card. All paperwork that is due to ISBE regarding
the lowest rating at JCJH has been submitted to ISBE. All is moving in the right direction. Finals at NCHS
are this week.
Unit Office will be closed December 24 through January 1.
Mr. Johnson informed the board of ERCA (Effingham Regional Career Academy) Intergovernmental
Agreement. ERCA was developed to provide training to students through hands-on experience.
Programs available will be Health, Technology, Manufacturing, Transportation and Agricultural. Further
details in the future.
Gordon asked for recognition of guests and public comments, there were none.

Several PRESS policies for first reading.
Approval of 2019 Tax Levy as presented.
Approval of High School Graduation to be held Saturday, May 16, 2020 at 7:00pm in the high school
gymnasium.
Approval of the Student Threat Assessment System Implementation Manual. This manual is a guide to
help facilitate the process to determine whether what a student says, writes, posts, or communicates is
a legitimate threat to the safety and security of themselves or others.
A presentation and discussion by Bill Meinhart, Jason Kuhl and Andy Johnson on the building
projects/bonding process/timeline.
Approval to update the Emergency Action Plan for NCHS. The only information that has been changed is
the contact information for the trainer and the nurse since they are both new to the district. No other
changes have been made at this time.
Approval of NCHS Bowling Participation in IHSA state bowling series with no cost to the district.
Approval of the resignation of Jeremy French as JH head track coach effective immediately.
Approval of a leave of absence for teacher Kelly Althoff and counselor Lauren Fowler in March and April.
Approval to advertise for a high school math teacher starting the 2020-2021 school year, JH Head Track
Coach for 2019-2020 season and elementary paraprofessional to start in January 2020.
The board went into executive session at 8:05pm for 5 ILCS 120/2 ( c ) ( 1 ) – To consider information
Regarding Appointment, Employment or Dismissal of Individual Employees, 5 ILCS 120/2 ( C ) ( 5 )
Purchase of lease of real property and 5ILCS 120/2 ( c ) ( 10) – To Discuss Matter Relating to Individual
Students.
Approval to return to open session at 9:07pm.
Meeting adjourned at 9:07pm.
Next meeting is scheduled for Monday, January 20, 2020 at 6:30 pm at the Board Office.
