The Newton City Council met on September 15th. In public comments, Amber Volk spoke about a Stabilization Grant from the State of Illinois being awarded to Newton Elite Fitness. In Old Business, Ordinance 20-12 Chapter 16 Holiday pay for New Year’s Even was amended to grant four hours of pay for New Year’s Eve. There was only one bid for the street maintenance on the west and south sides of the Square. This bid was from Howell Paving for $141,481.11 and was approved.
The Digger Derrick truck purchase was authorized for Terex Utilities for $221,126.00. The other big for the truck was from Versalift for $242,281.00. A motion for the purchase of a new pole trailer from New Brooks Brothers Trailers for $14,320.00 was approved.The other quote received was from Terex Utilities for $17,714.00.
In New Business, Amber Volk was approved to attend the virtual ITIA (Illinois Tax Increment Association) Conference September 22-24, 2020 for a $325 fee. The council approved Local CURE Program Financial Support Conditions and Certification 2-081820. Dumpster Reimbursement was approved for the demolition of 104 Owens St. To Micheal Fisher for $2,500. Flu shots for all part-time and full-time employees was approved.
In Committee Reports, Reisner reported on the Street Committee and discussed the paving of Perry Street east of Meyer Funeral Home. The projected estimate from Smithenry Trenching is $50,796.45. There will be a discussion of the the terms of the agreement with Meyers. The committee also discussed two sidewalk projects replacement jobs in town.
Marlene Harris reported on the Electric meeting discussing the aforementioned information on Digger Derrick and the pole trailer. Both of these purchases are in the five year plan. Also, Raymond will be retiring in 2022 and would like to hire a new employee. The City Hall’s new generator is here.
In Council Members statements, Harris presented the payment and billing adjustment report to the council. Reisner noted one of the new “Welcome to Newton” signs has been placed in Peterson Park. The design needs to be proofed. It is nice. Glumac reported the water aerobics ladies wanted to thank the Park Department/Aquatic Center employees. The City Treasurer had two appropriation changes. The City Clerk had two POs for the Park Department. Park Department PO for Restroom roof of $3,845 and PO for Mausoleum roof of $5,600.
The Mayor spoke about the Newton Eagles tracks being partially done on Washington Street and effective September 1, Amber Wakefield is the new marketing expert.
