PUBLIC HEARING NOTICE
The City of Newton will hold a public hearing on August 20, at 5:30 pm, in the City Hall Council Chambers to provide in- terested parties an opportunity to express their views on the proposed federal funded Community Development Block Grant (CDBG) project. Persons with dis- abilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Rosie York, 108 N. Van Buren, Newton, IL and 618-783-8451 no later than Aug. 16th. Every effort will be made to make reasonable accommodations for these persons. On or about August 29, 2019, the City of Newton intends to apply to the Illinois Department of Commerce and Economic Opportunity for a grant from the State CDBG program. This program is funded by Title 1 of the Federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: to replace antiquated water mains on and around Liberty Street. The total amount of CDBG funds to be requested is $495,000. The amount of CDBG funds proposed to be used for activities that will benefit low-to-moderate income persons is $402,885. The City of Newton will not be required to expand any local funds on the project. Information related to this project will be available for review prior to the public hearing as of August 16th at City Hall in Newton between the hours of 8-4. Interested citizens are invited to provide comments regarding the issues either at the public hearing or by prior written statement. Written comments should be submitted to Mike Shaw, SCIRPDC, 120 Delmar Ave., Suite A, Salem, IL 62881 no later than August 20th in order to ensure placement of such comments in the official record of the public hearing proceed- ings. A plan to minimize displacement and provide assistance to those displaced has been prepared by the City of Newton and is also available to the public. This project will result in no displacement of any persons or businesses.
