5:30 PM Public Hearing for the CDBG Grant for water main in Liberty St area
Mayor Mark Bolander called the hearing to order at 5:30 PM and introduced Mike Shaw from
SCIRP&DC. Mike delivered the minutes. Hearing was closed at 6:00PM.

Mayor Mark Bolander called the meeting to order.
2. PLEDGE OF ALLEGIANCE led by Alderman Robert Reisner.

Motion was made by Reisner, seconded by Glumac, to adopt the amended agenda.

5. APPROVAL OF REGULAR MINUTES of August 6, 2019:
Motion was made by Brooks, seconded by Brown, to approve the minutes of the August
6, 2019 meeting of the Newton City Council.

6. APPROVAL OF BILLS & ACCOUNTS PAYABLE
Alderman Harris reviewed the pre-paids in the amount of $243,435.14 and the bills and
accounts payable earlier today and make a motion to approve the pre-paids and
authorize payment of the bills and accounts payable in the amount of $173,300.98.
Brooks seconded the motion.

a. Consider and act on Resolution 19-07 Closed Session Minutes.

Motion was made by Blake, seconded by Harris, to table (8a.) Resolution 19-
07 and (8b.) Resolution 19-08 until after the executive session.

b. Consider and act on Dumpster Reimbursement to Keith Fear for 311 Henry St. for $601.00.
Motion was made by Brown, seconded by Reisner, to authorize Dumpster
Reimbursement to Keith Fear for 311 Henry St. for $601.00 upon receiving the
canceled check.

10. COMMITTEE REPORTS OR COUNCIL REPRESENTATIVE REPORTS: Street (all
departments) Committee Meeting August 12, 2019
Reisner—Street (all departments) Committee Meeting August 12, 2019: Discussed the
number of volunteers it work take to park cars and number of parking lots needed. Discussed
where to put food booths. Next 2019 Corvette Funfest meeting is on September 9, 2019 at 2:00
PM. Meeting adjourned at 3:00 PM.

Council Members:
Glumac: Chamber met today and discussed Corvette Funfest estimate is 600 cars now and
the Westside will have a beer tent at Fall Festival and Corvette Funfest.

Brooks: No Comment
Reisner: The Street Department has improved the drainage on Eagle Trail and poured the
concrete pad for one of the benches donated by the Newton Women’s Club. The Street
Department will be pouring an extension of the concrete base on the south lane of Martin St. in
the 100 Block.
Blake: No comment
Harris: The logo looks good on the south side of the Square. Gave the Payment and Billing
Adjustment Report to the Council.
City Attorney: No comment
City Treasurer: No comment
City Clerk: Park Department PO # 6388 and # 6389
Motion was made by Brown, seconded by Reisner, to authorize Water Department
purchase order #6388 for $4,524.85 to Kirchner Building Center and purchase order
#6389 for $3200.00 to Doug’s Custom Installation.

Mayor:
• Happy Birthday to Marlene Harris.
• He and Eric met with 3 local citizens to develop a plan, process and procedure to deal
with the colonies of feral cats in Newton. The Citizen’s Plan is to trap, neuter, vaccinate
and releases.
• Corvette Funfest needs volunteers with 4x4s and golf carts to assist in managing the
visitors to and from parking.
• Thank you to Amy J. Tarr for her work on the 2019 Comprehensive Plans for Newton
and Jasper County.

closed session to discuss litigation, potential litigation, sale of real estate, personnel
and Closed Session Minutes pursuant to the exceptions section of the Open Meetings
Act pertaining to those areas of discussion.
