Finance/Audit Committee Meeting Tuesday, July 18, 2023 at 5:30 PM. 

Minutes to the meeting are below #8. 

Public Hearing for Appropriations Tuesday, July 18, 2023 at 5:45 PM.  

There were no comments, questions or objections to the Appropriations.  

1. CALL TO ORDER: Joshua J. Kuhl 

In the absence of Mayor Joshua Kuhl, Attorney William Heap called the meeting to  order at 6:00 PM.  

2. PLEDGE OF ALLEGIANCE led by Alderman Michael Swick. 

Pledge of allegiance to the flag was led by Alderman Michael Swick. 3. ROLL CALL: Maggie McDonald, Deputy City Clerk 

Physically present: Gayle Glumac, Kaleb Wright, Larry Brooks, Michael Swick Also present: Attorney William Heap, Treasurer Melissa Brooks, City Clerk  Rosetta York and Deputy City Clerk Maggie McDonald 

Absent: Mayor Joshua Kuhl, Alderman RJ Lindemann and Alderman Eric Blake 

Attorney Heap called for a motion to appoint Alderman Michael Swick as Mayor Pro Tem  for the July 18, 2023 meeting.  

A motion was made by Gayle Glumac, seconded by Kaleb Wright, to appoint  Michael Swick as Mayor Pro Tem for this meeting of the Newton City Council.  Ayes: Wright, Brooks, Swick, Glumac 

Nays: None 

4. ADOPT OR AMEND AGENDA:  

Motion was made by Gayle Glumac, seconded by Larry Brooks, to adopt the  proposed agenda. 

Ayes: Brooks, Swick, Glumac, Wright 

Nays: None 

5. APPROVAL OF REGULAR MINUTES of July 5, 2023. 

Motion was made by Larry Brooks, seconded by Gayle Glumac, to approve the  minutes of the July 5, 2023 meeting of the Newton City Council. 

Ayes: Wright, Brooks, Swick, Glumac 

Nays: None 

6. APPROVAL OF BILLS & ACCOUNTS PAYABLE 

Earlier today Alderman Michael Swick reviewed the pre-paids in the amount of  $205,439.70 and the bills and accounts payable. Alderman Kaleb Wright made a  motion to approve the pre-paids and authorize payment of the bills and accounts  payable in the amount of $205,103.69. Gayle Glumac seconded the motion. Ayes: Brooks, Swick, Glumac, Wright  

Nays: None  

7. PUBLIC COMMENTS/COMMUNICATIONS: None

8. COMMITTEE REPORTS OR COUNCIL REPRESENTATIVE REPORTS: Finance/Audit  Committee Meeting Tuesday, July 18, 2023 at 5:30 PM. 

Finance/Audit Committee Meeting Minutes Tuesday, July 18, 2023 5:31 PM – 5:40 PM Meeting called to order at 5:31 PM 

• Modifications were made to the Demolition Reimbursement application. Proof of ownership, estimates,  waste removal, and foundation finishings were bullet points added to the application. Recommendation  was made to proceed with the Demolition Reimbursement Application submitted by 3B General  Contracting.  

• Expenses defined in Ordinance No. 23-10 to Convey and Obtain Reconveyance of Certain Lots in Five  Aprils Crossing were supported to be changed.  

• The Finance Committee discussed obligating TIF funds for infrastructure projects.

9. OLD BUSINESS: 

A. Consider and act on passing Ordinance 23-11 to Amend Chapter 38-1-4 Wastewater  Treatment Rates to the City Code of the City of Newton. 

Motion was made by Kaleb Wright, seconded by Larry Brooks, to pass Ordinance  23-11 to Amend Chapter 38-1-4 Wastewater Treatment Rates to the City Code of  the City of Newton. 

Ayes: Swick, Glumac, Wright, Brooks 

Nays: None 

B. Consider and act on passing Ordinance 23-12 Appropriations Ordinance for the  2023-24 fiscal year.  

Motion was made by Kaleb Wright, seconded by Gayle Glumac, to pass Ordinance  23-12 Appropriations Ordinance for the 2023-24 fiscal year.  

Ayes: Glumac, Wright, Brooks, Swick 

Nays: None 

C. Consider and act on authorizing the amended application form Providing Demolition  Reimbursement for Dangerous and Dilapidated Buildings.  

Motion was made by Kaleb Wright, seconded by Gayle Glumac, to authorize the  amended application form Providing Demolition Reimbursement for Dangerous  and Dilapidated Buildings.

D. Consider and act on authorizing the Application for Demolition Reimbursement submitted by 3B General Contracting for 706 Fairground St., Newton, Illinois.

Motion was made by Gayle Glumac, seconded by Kaleb Wright, to authorize the  Application for Demolition Reimbursement submitted by 3B General Contracting  for 706 Fairground St., Newton, Illinois.

10. NEW BUSINESS:  

A. Consider and act on authorizing the Special Event Application completed by Rauch’s  Jewelry Store for their 63rd Anniversary Celebration being held on Thursday, July 20 – Friday, July 21, 2023 from 10:00 AM – 7:00 PM on both days.  

Motion was made by Gayle Glumac, seconded by Kaleb Wright, to authorize the  Special Event Application completed by Rauch’s Jewelry Store for their 63rd Anniversary Celebration being held on Thursday, July 20 – Friday, July 21, 2023  from 10:00 AM – 7:00 PM on both days.

11. STATEMENTS BY:  

Glumac: Another successful year for Honey Do Ministries. Thank you to everyone  involved; organization crew, those preparing meals, all donations to the cause and the hard-working volunteers from near and far. The needs of improvement are bountiful and  those who receive help are more than grateful. All work stays in Jasper County. Any and  all donations for this program are appreciated. Contact The Masters Hands or Quincy  Vanderhoof if you would like to consider giving a donation.  

Wright: Urge everyone to go see “Sounds of Freedom”. 

Brooks: No Comments 

City Attorney: The Supreme Court of Illinois approved the No Bail Provisions Law. Date  affective September 18, 2023. Most arrested for most crimes will not be held to bail and  released on their own recognizances. If you do not agree, you need to contact your  representatives so this can be sent back to legislature.  

City Treasurer: No Comments 

Deputy City Clerk: PO#00019-30 for the Electric Department to purchase ten 50 KVA  pole mount transformers and six 75 KVA pole mount transformers from T & R Electric in  the amount of $37,400. 

Motion was made by Gayle Glumac, seconded by Kaleb Wright, to authorize the  Electric Department PO#00019-30 to purchase ten 50 KVA pole mount transformers and six 75 pole mount transformers from T & R Electric in the amount of $37,400.  

Ayes: Glumac, Wright, Brooks, Swick 

Nays: None 

Mayor Pro Tem Michael Swick: Met with John Stone, Beth Probst, Joe Sornberger and  Regional Planning Development about getting together a plan for the Safe Routes to  School Grant.  

Other grant options, such as ITEP (Illinois Transportation Enhancement Program)  Grants and Park and Recreation Grants were also discussed to be utilized in our  community. 

12. NEXT REGULAR MEETING: August 1, 2023 at 6:00 PM  

SCHEDULED COMMITTEE MEETINGS: Personnel Committee Meeting Tuesday,  July 25, 2023 at 11:00 AM.
