Jasper County Community Unit #1, Board of Education Meeting

Report May 15, 2023

Seating of the New Board:

  • The official results of the election place the following members on the Jasper Board of Education:
    • Bill Meinhart
    • Jackie Schackmann
    • Mandy Utley
    • David Blecha
  • Established Officers for Jasper County School Board
    • Election of New Board Officers
      • President-Mandy Rieman
      • Vice President- Bill Meinhart
      • Secretary- Holly Farley
      • Treasurer- Misty Heath
      • Appointment of Recording Secretary-Jennifer Maxon
  • Established meeting times and locations for the Jasper County School Board Meetings
    • Meetings will still be held on the third Monday of each month with a few exceptions.
      • Every year, the district must post the District Budget for 30 days before the budget can be voted upon. 
      • For the 2023-2024 school year, the third Monday for the months of August and September are not thirty days apart (August 21 and September 18)
      • The September 18 Board Meeting will be moved to September 25, 2023.
      • In November, we will close school for a week for the band trip to Florida.  That week happens to hold the third Monday of the month. We will move the Board meeting to November 13, 2023.
      • Board meetings during the months of January and February will be held on Tuesday due to state holidays on Monday.
    • Meetings will be held at 1401 Clayton Avenue and start at 6:30 p.m.

Superintendent’s Report

  • The amended budget for the 2023-2024 school year was discussed.
  • Revenues:
    • For the revenues, we saw more revenues than was budgeted.
    • We are still waiting for another payment for Transportation from the State of Illinois.  Depending on the timing of that payment, we may be able to balance the Transportation Fund.
  • Expenditures:
    • In the Education Fund and O & M, our predictions for expenses were fairly accurate.  
    • For this year, the Capital Fund (1% Sales Tax) was the one that took the biggest hit. The Capital Fund money was used to pay for  the new elevator at Newton Community High School.
  • Biggest Positives:
    • The District saw an increase in revenue from the Corporate Personal Property Replacement Tax.  This money is being used to fund the HVAC projects at NCHS, JCJH, and NES.
    • The Tort Fund was able to pay more in salaries and benefits for employees through the District’s Risk Management Plan compared to other budget years.

  • Approved Budget Hearing for FY 23 Amended Budget for June 19, 2023 at  6:20 P.M.
  • Approved a Resolution Authorizing the Transfer of Real Property located at 

213 South Cumberland in Willow Hill, and Approval of Intergovernmental Real Estate Sale Agreement with the Village of Willow Hill.

  • First Reading of Handbooks for Newton Community High School, Jasper County Junior High, Newton Elementary School, and Saint Marie Elementary
  • Approved Fee Schedule for 2023-2024 School Year.

Actions From Closed Session:

  • Approved Resolution Authorizing the Sale of Real Property Located at 609 S.    

            Lafayette Street

  • The District will take Closed Bids for the Building.  The District will post the bid sheet criteria on the District website.

Resignations/Retirements

  •  Approved the resignation of Kristie Finley NES Teacher at  the end of the 2022-2023 School Year.
  • Approved the retirement of Anne Ochs JCJH Special Education Teacher at the end of the 2022-2023 School Year.

Hires

  • Approved to hire Ellie Short as NCHS Math for the 2023-2024 School Year.
  • Approved to hire Kylie Fricthl as a  NES Teacher for the 2023-2024 SchoolYear.
  • Approved to hire Kristi Scarbrough as the NCHS FCA Sponsor of the 2023-2024 School Year.
  • Approved to hire Kelly Thomann as the JCJH Volleyball Assistant Coach for the  2023-2024 School Year.
  • Approved to hire Collin Smith as the JCJH Baseball Coach for the 2023-2024 School Year.
  • Approved to hire Rob Overman and Tami Hetzer as Summer Help positions as of May 22, 2023. 

Approval for Leave of Absence

  • Approved leave of absence for Shelby Lohman and Brooke Overbeck .

Approve to Advertise:

  • Approval to advertise for a  JCJH Special Education position for the 2023-2024 

School Year.

  • Approval to advertise for a Newton Elementary Secretary for the 2023-2024
