
The Chief County Assessment Officer (CCAO) or supervisor of assessments is the county appraiser. The assessor’s office is responsible for assessing the value of all real property within their jurisdiction for the purpose of real estate taxation. The assessment process plays an important role in local government. The assessor does not collect taxes, calculate taxes or determine the tax rate. Taxing jurisdictions such as schools, cities, and townships, adopt budgets which determine the tax levy. The actual dollar amount of your tax bill is determined by how much money these local agencies need to operate.
In Jasper County, the Chief County Assessment Officer (Supervisor of Assessment) is an elected position by the people of Jasper County. After elected, the person shall serve a 4-year term of office. To be eligible for the position of CCAO, the candidate must meet the education and experience qualifications outlined in the Illinois Property Tax Code, including passing an examination conducted by the Illinois Department of Revenue to determine competency.
Property tax is the largest single tax in Illinois and is a major source of tax revenue for local government taxing districts. Every person and business in Illinois is affected by property taxes, whether by paying the tax or receiving services or benefits that are paid for by property taxes. Examples of these services are public schools, roads, libraries, police protection, fire protection, township, and county services.
Our mission is to administer an accurate, fair, uniform, and timely assessment of all real property in Jasper County for the purpose of real property taxation in accordance with and as mandated by the Illinois Property Tax Code and related administrative codes and guidelines.
In Jasper County, there are 18,399 parcels with an equalized assessed value of $263,859,135.
MAJOR DUTIES INCLUDE (but not limited to):
· Assist taxpayers with inquiries and concerns
· Maintain an up-to-date property records system
· Provide information and assistance to Township Assessors
· Collect and analyze sales data
· Perform Sales Ratio Studies
· Provide taxpayers with proper notification of assessments
· As required by the Illinois Property Tax Code, act as the equalization authority for the County, examining the assessments in the County and equalizing the assessments by increasing or reducing assessments in the County or any area therein, so that the assessments will be at 33-1/3% of fair cash value.
· Administer Property Tax Exemption Programs
· Serve as Clerk to the Jasper County Board of Review
EXPLANATION OF EQUALIZATION FACTORS
Equalization is the application of a uniform percentage increase or decrease to assessed values of various areas or classes of property to bring assessments on average, to the statutory level of assessment of 33 1/3%. Both local assessment officials and the Illinois Department of Revenue are responsible for equalizing assessment levels.
