Summary of Board of Education Unofficial Minutes for December

Following is a summary of minutes of a regular meeting of the Board of Education of Jasper County
Community Unit School District No. 1 held in the office of the Board of Education on Monday, December
19 th , 2022 held in the office of the Board of Education. Board members present were Mrs. Mandy
Rieman, Mrs. Holly Farley, Mr. Bill Meinhart, Mrs. Mandi Utley, Mr. Brady Shull, Mr. Jason Kuhl, and Mr.
Jerry L. Jed Earnest.
All votes are considered unanimous unless otherwise noted.
Mandy Rieman called the meeting to order.
Agenda was approved as presented.
Mandy asked for Recognition of Guests and Public Comments. There were none.
There were 3 FOIA request status reports. FOIA #1 response to SmartProcure. A request for any and all
purchasing records from 6/30/2022 to current. FOIA #2 response to Pullen’s request for all video and or
audio recordings available from the last two regular board of education meetings, October 17 th , and
November 21 st . FOIA #3 response to request regarding an occurrence that took place on a JCCU#1
school bus.
Approval of the Consent Agenda Items A, C, D, E, F, and G as presented,
Regular Minutes and Closed Session Minutes for November 21 st , 2022,
Presentment of monthly financial reports,
Destruction of Closed Session Recording for May 20 th , 2019,
$85 from Athletic Boosters for JCJH 7 th Grade Girls Basketball Regional Shirts,
$143 from Marathon Blackbaud Giving Fund to the NCHS General Activity Fund,
$500 from the Rose Hill Community Church for Christmas Shoebox Gifts Drive,
$299 from Athletic Boosters for an Automated Starter,
Approval of Disposition of Surplus Technology,
Approval of the Consent Agenda Item B as presented,
Bills and Payroll,
Under the superintendent’s report, Mr. Sornberger discussed Jasper County Strategic Planning #2:
Create a safe and conducive teaching and learning environment by maintaining, enhancing, and
expanding our existing facilities and infrastructure to meet the needs of students, staff, and community.
Mr. Sornberger also discussed projects under construction, approved projects, bid projects, projects to
bid, and existing buildings.

Approval of Option #2 Tax Levy for 2022 as presented,
Approval of Bid Packages for the HVAC projects at Newton Community High School, Jasper County Junior
High and Newton Elementary schools including $1,109,000.00 to Grunloh Construction, $1,978,840.00
to E.L. Pruitt, and $581,000.00 to Pals Electric.
Approval of Holland Construction Service’s Incorporated’s Guaranteed Maximum Price Amendment for
the Newton Community High School, Jasper County Junior High, and Newton Elementary schools overall
HVAC Project for $4,750,273.00,
Approval of a resolution to refinance the District’s existing bonds and combine Health Life Safety bonds
to work on District HLS projects including roof replacement work for Newton Community High School,
Jasper County Junior High and Newton Elementary School. The district will use a combination of the
bond and interest levy and the 1% Sales Tax to pay for the bonds, plus the 1% Sales Tax will be used to
help abate bond payments and keep the tax rate stable.
Approval of District Mowing Contract to Griffith’s Lawn Care Services for $19,000.00,
The board went into executive session at 8:50 PM for 1.5 ILCS 120/2 ( c ) ( 1 ) – To Consider Information
Regarding Appointment, Employment or Dismissal of Individual Employees or Legal Counsel,
Approval to return to open session at 9:30 PM,
Approval of the resignation of NCHS Custodian Betty Harris effective December 19 th , 2022,
Approval to accept retirement of NE Cook Vellena Schmidt effective January 1 st , 2023,
Approval to employ Kryton McNair as the NCHS Assistant Scholastic Bowl Coach for the 2022-2023
school year,
Approval to advertise for an NCHS Custodian and NE Cook effective immediately,
Approval to advertise for a High School Athletic Director/Teaching Position for the 2023-2024 school
year,
