  1. OLD BUSINESS:
    A. Consider and act on authorizing the Police Department to hire another officer.
    B. Consider and act on authorizing the Change Order Reduction to the bid for the Pickleball
    Courts at Peterson Park.
    C. Consider and act on passing Ordinance 25-12 Amending Chapter 21 Liquor, Article 2,
    Allowing the Addition of Two (2) Class A Liquor License.
    D. Consider and act on authorizing Puri Traders, Inc. dba Newton Foods, to switch from a
    “Class G” Liquor License to a “Class A” Liquor License, which shall permit the retail sale of
    alcoholic liquor in sealed packages, but not for consumption on the premises where sold.
    E. Consider and act on authorizing Gill Stop & Go, LLC (Marathon) to switch from a “Class G”
    Liquor License to a “Cass A” Liquor License, which shall permit the retail sale of alcoholic
    liquor in sealed packages, but not for consumption on the premises where sold.
    F. Consider and act on passing Ordinance 25-13 Appropriations Ordinance for the 2025-2026
    fiscal year.
    G. Consider and act on passing Ordinance 25-14 an Ordinance to Condemn an Unsafe and
    Dangerous Building at 805 Foster St., Newton, Illinois.
    H. Consider and act on authorizing the use of TIF funds for the Watermain Replacement
    Project on E. Reynolds St.
    I. Consider and act on authorizing the use of TIF funds for the Storm Sewer Relining Project.
    J. Consider and act on authorizing the use of TIF funds for the Sanitary Sewer Relining
    Project.

K. Consider and act on authorizing the use of TIF funds for the city’s matching portion of the
Grid Resilience Grant that was awarded to the city for the rebuild of the Line D Electrical
Circuit.
10.NEW BUSINESS:
A. Consider and act on authorizing the Grant Writing Agreement with SCIRPDC for the 2nd
Phase of the Grid Resilience Grant.
B. Consider and act on authorizing one council member, the clerk and mayor to attend the
IML Conference in Chicago, IL on September 18-20, 2025. Cost is $650 plus hotel and
allowable expenses.
C. Consider and act on authorizing the Special Event Application submitted by Peoples State
Bank for their Customer Appreciation Free Ice Cream Day to be held on Washington St. in
front of their place of business on August 5, 2025 from 11:00 AM – 3:00 PM.
D. Consider and act on authorizing the Special Event Liquor License Application submitted by
the Newton American Legion for a BBQ Smoke Off Competition at the Jasper County
Fairgrounds on Friday, August 22 & Saturday, August 23, 2025 from 9:00 AM – 12:00 AM.
E. Consider and act on authorizing the Special Event Application submitted by the Jasper
County Chamber of Commerce for a Cruise Night to be held on the Newton Square on
Friday, August 15, 2025 from 4:00 PM to 9:00 PM.
F. Consider and act on authorizing the Special Event Application submitted by the Jasper
County Chamber of Commerce for the annual Fall Festival Event held on the Newton
Square on Saturday, September 13, 2025 from 8:00 AM to 9:00 PM.
G. Consider and act on passing Resolution 25-04 authorizing the Fall Festival Parade on
Saturday, September 13, 2025. Parade begins at 10:00 AM.
