Following is a summary of minutes of a regular meeting of the Board of Education of Jasper County
Community Unit School District No. 1 held on Monday, May 19 th , 2025 in the office of the Board of
Education. Board members present were Mr. Brady Shull, Mr. David Blecha, Mrs. Jackie Schackmann,
Mrs. Mandy Rieman, Mr. Evan Semple and Mrs. Nichole Mulvey. Board members absent were Mrs.
Mandi Utley.
All votes are considered unanimous unless otherwise noted.
Mandy Rieman called the meeting to order.
Approval to Adopt the Agenda.
Mandy asked for Recognition of Guests and Public Comments. There were none.
The District received one FOIA Request from Civic IQ INC requesting purchasing records from the
District.
Approval of Consent Agenda as presented.
Regular and Closed Minutes from April 28 th , 2025,
Bills and Payroll,
Presentment of monthly financial reports,
$8,645 from parents and community members for post prom,
$900 from the Tim Bierman Memorial to the NCHS FFA,
$150 from Dennis and Diane Herdes to Bass Fishing,
$150 from Jason Bierman to the NCHS FFA,
Declare 18 band storage cabinets as surplus,
Declare various technology items as surplus,
Under the Superintendent’s Report, Mr. Sornberger discussed the Amended FY 25 Budget. The district
will hold an amended budget hearing to discuss updates to the original budget. Once approved, the
amended budget will be sent to the Illinois State Board of Education. The District has paid off the school
district’s portion of the HVAC project. The project was funded with ESSER Funds and District O & M
Revenues. The total project was 4.75 million dollars. The main concern for the amended budget is the
decrease of CPPRT revenues to the District O & M Fund. The District is waiting on the last payment for
Transportation. Jasper County is the largest land mass district in the State of Illinois. With this, a great
cost is spent on transportation. The State of Illinois continues to prorate payments to school districts for
transportation. Basically, the state is not fully funding transportation so the District must use other
funds to help offset these costs.
Approval to establish a budget hearing for FY 25 Amended Budget on June 23 rd , 2025 at 6:20 p.m.
Approval of a Finance Agreement for 7 Bluebird 71 Passenger School Buses with Peoples State Bank.
Approval of the Technology Lease Purchase Agreement with Dieterich Bank.
Approval of Handbooks for Newton Community High School, Jasper County Junior High, Newton
Elementary School, and Sainte Marie Elementary for the 2025-2026 School Year.
Approval of the Jasper County Acceptable Use Policy for Technology.
Approval to enter executive session at 6:57 p.m. for 1.5ILCS 120/2 (c) (1) – To consider information
regarding appointment, employment, compensation, performance or dismissal of individual employees;
1.5ILCS 120/2 (c) (2) – Collective Bargaining matters between the public body and its employees or their
representatives or deliberations concerning salary schedules for one or more classes of employees;
1.5ILCS 120/2 (c) (11) – To discuss matters of possible or pending litigation.
Approval to return to open session at 8:07 p.m.
Approval to accept the resignations from Caddie Howard as a 6 th Grade NES Teacher, Justin Kelsheimer
as a 6 th Grade NES Teacher, Ellie Burris as a NCHS Mathematics Teacher, Sara Beam as a JCJH
Mathematics Teacher, Stephanie West as a JCJH Social Studies Teacher effective at the end of the 2024-
2025 school year, Jenna Kremer as a NES Teacher effective immediately and Richard Brown as a District
Bus Driver effective at the end of the 2024-2025 school year.
Approval to hire Claire Griffith as a NES Elementary Teacher for the 2025-2026 school year.
Approval to hire Kashtyn Shull as a SME Kindergarten Teacher for the 2025-2026 school year.
Approval to hire Jill Michl as a Summer Transportation Department Worker, Emma Nadler as a Summer
IT Department Worker and Nathan Smith as a Summer Building Maintenance Worker.
Approval to hire Taylor Schmidt as a District Paraprofessional for the 2025-2026 school year.
Approval to advertise for two Newton Elementary School Teachers, a Full Time Floating Substitute
Teacher at Newton Elementary, a NCHS Mathematics Teacher, a JCJH Mathematics Teacher, and a
District School Bus Driver for the 2025-2026 school year.
Approval to hire Haze Swisher as a JCJH/NCHS Night Custodian starting as soon as possible.
Meeting adjourned at 8:12 p.m. Next regular board meeting is scheduled for Monday, June 23 rd , 2025 at
6:30 p.m. at the Board of Education Office located at 1401 Clayton Avenue.
